Go to the posting page like you were starting a new thread (but check 'test' as the topic), and enter this entire article. If you then check the box that says "This is an excerpt" it will state "Body of Thread must be no longer than 300 words if excerpt."
The trick here is apparently Milwaukee Journal-Sentinel articles are not on the excerpt list, so if one posts the full article and doesn't check the "This is an excerpt box", the entire article can be posted.
Ah. I was using the JS site to determine the copyright usage since they own the copyright. I think the FR rule is in effect until we get caught so it's not really a real rule.
