The grand jury didn't think so.
Seeing how you're not from Texas, you might now realize what is happening. Travis County DA Ronnie Earl is a known, Democrat political hack. He makes his reputation indicting Republicans and Democrats who oppose him on bogus, trumped up charges. Travis County is the most liberal county in all of Texas. They voted for Kerry in overwhelming numbers. Any grand jury in Travis County (and Earl had to try SIX times to get one that would go along with him) is going to anti-Republican in the extreme.
