Absent a "Civil War" situation, there aren't grounds for a federal takeover of a state. On the other hand, both the Governor and the Mayor of New Orleans are subject to recall under their respective Constitution and Charter.

Plus, conviction of any felony would knock a public official out of office and compel his/her replacement. Concerning the corruption investigations, "Laissez le bon temps roulez."
