No, usually it's just called ghosting. They put in an employee with all the required "documentation" and they simply don't exist. There are all kinds of ways to cash the checks.
People try to pull that in construction all the time. The best way to keep it from happening is for someone from home office to appear on an irregular basis to hand out checks. The higher the position of that person the better.

no supervision (or even with supervision, because I am thinking the whole area needs to be relieved of duties, at least, for a while)Just to prove your point, the Orleans Parish School Board was effectively replaced by a private turnaround management company in July due to malfeasance and corruption.
And it was the School Board - not Ray Nagin - that was dithering about releasing its school buses for hurricane evacs, as is specifically discussed in its June 9 2005 minutes.
The whole city is a circus of incompetence.

Fox and Friends interviewing a former NO city councilwoman. She says she went to a levee board meeting in 2000 and raised her hand and asked when they were going to talk about the levees. She was told it wasn't on the agenda.
Her name is Peggy Wilson, and she says that the money should be watched by someone who isn't a politician but understand how New Orleans has worked, and keeps them from doing business as usual.
Lots more about corruption that I didn't catch, including allocating roofing moneys for buildings that were scheduled to be demolished.

Limbaugh mentioned on his radio show a while ago that each levee in NO is controlled by a separate board. If more levees were built, then the boards' power would be, pardon the pun, watered down. So, no new levees. Lovely city, eh?
