It would seem that the mayor would know whether or not he had 450 officers. I suppose there could have been an elaborate coverup.

The mayor was brought in to route the corruption.

Why does anyone think there were not be a massive effort to HIDE the truth from him.

EVERYONE KNEW what he was there for.

Nagin is 'more' than just a mayor.

The truth will be revealed when it is time.
