was just for discussion. How long will it be before "cruelty
to animals" is used for cows, chickens, pigs, etc? Who decides whats cruel and whats not?

Already is.

"In a temporary advance for Canadian feminism, higher-ups ordered the Central Experimental Farm, an agricultural museum and research center in Ottawa, to stop giving cows human-female names like Elsie and Bessie because such names "might give offense to women," the Boston Globe reports. "Some people are ... sensitive to finding their name on an animal. I am, for example," said Genevieve Ste.-Marie, who issued the order as director of the National Museum of Science and Technology. "Let's say you came in and found your name on a cow, and you thought the cow was old and ugly." Names like Clover, Rhubarb and Buttercup were still deemed okay, with borderline cases such as Daisy being decided on a "cow-by-cow basis". Also cited as acceptable was "Bossy"."

That ia already being debated , as it should be. Just because rational standards are difficult to come by does not mean the subject should be ignored.

Pigs according to many tests are smarter and more aware than dogs. That does not mean we should not consume them as meat (although I cannot bring myself to do that anymore) but does mean they should be raised, treated and killed in a humane fashion. "Humane" - that is a good word - it implies basic values of decency and respect for all life. At least it does to me.

Off topic, but I want to say that IMO PETA is the worst enemy animals have. I think they have accomplished very little positive and have created a great deal of mistrust in the public mind of anyone who takes a pro humane treatment of animal stance. I think that respect for all life is a natural inclination of religious people - all religions - and most of those are conservatives, but in-your-face organizations like PETA and even terms like 'animal rights' turn off those people before then can even camly consider the topic.
