It's a FEMA/NG convoy. They're moving in from Ft. Hood and Austin, and will be staging at the Astrodome. Units that were *there* are rolling in on the edges of the storm, so they'll be there when the storm leaves.
They were called on Monday, so they're here now. It's obvious that the adults have been in charge since day one and are following their plans.

We did get to see Shep Smith over dinner making a big show over at Entergy, hilarious. Totally surreal to see Beaumont and Port Arthur, TX all over the national news.
