[CA] Governor signs bills on young drivers, prisons

SACRAMENTO -- Gov. Arnold Schwarzenegger has signed legislation that puts restrictions on 16- and 17-year-old drivers, creates an office to prevent sexual abuse in prisons and ban "pocket bikes" from roads, sidewalks and public trails.

YOUNG DRIVERS: Young drivers will be barred from driving between the hours of 11 p.m. and 5 a.m. during the first year after getting a drivers license unless accompanied by a licensed driver who is at least 25 years old.

The new law also prohibits 16- and 17-year-old drivers from transporting passengers under age 20 during that first year of licensed driving.

The law, authored by Assemblyman Bill Maze, R-Visalia, allows exceptions for both restrictions for medical emergencies, school activities, employment and family necessities. It will take effect Jan. 1. 2006.

It would if there were consequences to the parents. I don't think it was a whole year, but it was close to it before my parents let me drive my friends around.

aren't 18 years old considered adults? They may not mentally but legally they are considered adults. I'm sure kids /parents will find a way. Problem is most of these kids should not be driving - specially SUV's.

I disagree. With the proper education/training, you can drive safely at that age. I had probably close to 150 hours of training (formal and informal) before I was let loose. Admittedly some was unofficial (before I was 16), and drivers ed accounted for about 15 hours of that (meaning road driving). I have not had (knock on wood) a major accident and the worst incident I had before being 18 was I put a car in a ditch once..

as for SUVs, I'd much rather youth be in a big vehicle like that, something more likely to survive a wreck in, than these little bitty econoboxes.
