Washington, DC: Congressman Ron Paul has joined Texas Governor Rick Perry in requesting a federal state of emergency declaration for the entire state of Texas. Under a federal declaration of emergency, federal assistance in many forms becomes available to the people of Texas. This assistance includes Disaster Unemployment Assistance, Hazard Mitigation, SBA disaster loans, and USDA loans, in addition to assistance from the U.S. Coast Guard, Federal Emergency Management Agency, and the Department of Homeland Security in general.
President Bush declared the emergency today, pledging a stepped-up federal response to what may be the biggest Hurricane ever to hit Texas.
Paul, in a letter to the president, stressed that all 254 counties in Texas likely will be affected by the hurricane, causing the displacement of thousands or even millions of citizens. Galveston and Brazoria counties in particular may be hard hit, and will need the coordination of federal, state, and local disaster services to ensure the fastest possible recovery.

Ummmmmm, that would be a definite yes, one and the same, Congressman Ron Paul, sometime constitutional originalist and trembling, sniveling, blubbering paleopantywaist in his every response to the very mention of manhood in foreign policy much less in military policy.

Were as Rep. Paul is opposed to much of the Federal largess that will result from the President declaring a Federal Emergency, this would fall within the Constitutionally accepted duties of the government - national defense and general welfare (in the original meaning of the term.)
Also if he didn't act proactive in this major natural catastrophe for the bulk of his district, he would be voted out of office in next year's primary election. As it is a former Army Corps of Engineers cheif for the area has announced that he may run against Rep. Paul in the Rep. Primary next year. He got a chilly reception a few months back, but if this guy's Corps projects hold up and Rep. Paul pulled a Rep. Jefferson (D-LA), then the political dynamics would swing back the other way.
