Look up Virtual Private Networks. Establishing a VPN Server on your home computer may be overkill and unnecessarily complicated but when it comes down to it - using a VPN to bypass a local networks internet access restrictions is worth the effort.
As an added benefit all of your internet traffic will be encrypted. Only downside is that traffic will be funneled to you via your home computer, which may add to the lag.

If a VPN is too much hassle for him, perhaps some web-based remoting software. It'll be slow, but for reading FR that should not be a big deal.
