Indeed what happened that there were very limited retaliation air strikes against Syrian positions in Lebanon Beeka Valley and few rounds from 16" shell guns lunched by USS New Jersey against Syrian position in the mountains of Lebanon, and that was it.

That is all he could have done.. A full blown war against Syria would have brought the Soviet Union into the mix...
