This thing is the size of Texas and moving at a full trot. You would have to drop a load of ice big enough to cool down a mass of water the size of the US within a couple of hours; just to have an impact!

I know my idea would work though...would only need to fire up the nuclear ice maker reactors once the hurricane approaches and of course they can be made powerful enough to drop the ocean surface water below 80 degrees Fahrenheit which hurricanes can't exist at... and to any degree you can cool it you make the hurricane less powerful. They are saying Rita passed by some cool water today that knocked a lot of power out of it.
