Nope, they're not. We know FEMA is busy. We also know that FEMA is only the clean-up squad.
Texans also know that God helps those that help themselves. Texans *hate* the idea of just sitting around waiting for the cavalry.
Personally, I have always thought that Texans ARE the cavalry...
