Bush should have been making the same case in the aftermath rather than just accepting blame and trying to fix it by growing the federal government.

Bush shouldn't have to explain to ANYONE what FEMA's responsibilities are, that's the media's job. Media won't do their job anyway, that's a given, Bush shouldn't have to apologize or explain the obvious to ANYONE.

No, that is his responsibility if he or FEMA are the ones getting blamed. The media isn't going to help him so it's up to him. It is up to government officials to get their message out, not the media.

Reagan would have talked to the American public and articulated his message. Bush can't or won't do that.

After Bush's speech, even more people believe that the federal government screwed up.
