I agree with Arnold that the ballot is for "big stuff." The voters should decide.
Are the courts ready to accept the results? It seem California has always led the way with Ballot initiatives, but has a heck of a time implementing them.
Too true.
Because of the "rotten borough" phenomenon the votes in the legislatures skew to the left. Because the legislators' districts are full of illegals but all bodies on the ground apparently are counted as the each district's population.
Ending the counting of non-citizens in legislative districts needs to be on the conservative agenda. Of course deporting illegals and enforcing the borders makes it a moot point.
Anyway just thought I'd post this info for anyone wondering why the ballot initiatives always reflect a more conservative populace than one is otherwise led to believe is out there in the hinterlands.
It's completely outrageous that non-voting illegal foreigners can skew the legislative process like they have in California. They are robbing conservative US citizens of their voting rights every single day by pushing the legislature to the left.
And this is a good thing? There won't be an (R) in office forever, and this one has already hinted at raising taxes.
C'mon... even you swooners like "68 grunt" didn't expect this kind of malicious mischief from the mealy mouthed Rinold, did'ja???

Giving a governor the power to raise taxes is a clear violation of the Separation of Powers. It also hoses Proposition 13, which wouldn't be exactly popular.

Under certain circumstances, this bill authorizes reductions in state expenditures but does not withdraw the mandates that require these expenditures.
The result is the ability of the state to reduce revenues to counties while not relieving the counties of the legal responsibility to continue these programs at their increased expense. A circumstance that will. without relief from the legislature or the courts, force local governments (counties) to raise local taxes to cover the shortfalls in state reimbursement.
Most of the proposed reductions in state spending in the past two years are similar in theme, allowing the state to reduce spending by shifting the burden to local governments. This gimmick has allowed the executive to claim that there is no proposed "increase in taxes" when, in fact, taxes are increasing faster than historical rates, usually in form of "local taxes" or "fee increases".
First of all, I have supported Arnold when he does the right things, so your post is, once again, baseless posturing. Second, I haven't said that I am against this proposition. In fact, I haven't made a decision about it. I am against the State borrowing more money, but haven't decided if it is worth giving Arnold such powers to make mid-term cuts when he hasn't availed himself of the powers he already has in the line-item veto.
Nice to see that you admit your support for continued borrowing under threat of a tax increase, instead of spending cuts. For the good of conservatism, of course ... Apparently a 40% increase in debt load isn't enough for you.
