Bush to press lawmakers for guest-worker program

Plan would not require illegal immigrants to leave while they await legal status

WASHINGTON - A Bush administration reform plan reportedly would allow illegal immigrants to remain in the United States using guest worker visas for up to six years.

The White House approach departs from a proposal by Sen. John Cornyn to require illegal workers to leave the country before they could achieve legal status as guest workers.

Highlights of the administration plan were reported in the Arizona Daily Star and The Hill, a Washington newspaper, after White House deputy chief of staff Karl Rove and other administration officials met last week with Republican Reps. Jim Kolbe and Jeff Flake of Arizona.

The White House and the lawmakers declined Tuesday to discuss the meeting further.

Cornyn, R-Texas, introduced his plans for immigration reform this summer with Arizona Republican Sen. Jon Kyl.

Their bill would, among other things, require illegal immigrants to declare themselves to U.S. authorities and leave within five years.

Once in their home countries, they could apply for the guest worker program or permanent residency.

If they failed to leave the United States, they would be barred for 10 years from applying for the guest worker program or permanent residency.

Making the people leave is an unacceptable facet of the bill, Sen. John McCain, R-Ariz.. said. He and Sen. Edward Kennedy, D-Mass., along with Kolbe and Flake, introduced a bill last spring that would allow the immigrants to remain in the United States while they go through a lengthy process to gain citizenship.

Under the Bush plan they could apply for permanent U.S. residency after leaving the country.

Cornyn, who chairs the Senate's immigration subcommittee, said lawmakers and the White House agree on most of the other provisions of a comprehensive plan: increased border security, tougher enforcement of immigration laws and harsher penalties for employers who hire illegals.

"I have made a proposal, and others have made proposals, and we will work out the differences," Cornyn said.

The question of how to handle the estimated 10 million or more illegal immigrants in the United States continues to stymie policymakers.

Political pressure comes from conservative voters who prefer a tough line on illegal immigration, businesses that want low-wage workers and other Americans who want to give immigrants a new path to U.S. citizenship.

House Majority Leader Tom DeLay on Tuesday restated his preference for congressional priorities on immigration.

"I don't think the American people will let us even discuss a guest worker program until we prove to them that we are going to secure our borders and enforce the law," he said.

Why not just grant all the illegals already here U.S citizenship? Making them jump through hoops is pointless. Its still a reward for breaking the country's laws.

Kidding. I am an adoptive parent of Hispanic kids. I know how these things go...even between Texas and Indiana. A bureaucratic nightmare. God bless you.

That's exactly why I will NEVER vote for Johnny McInsane for our party's nomination let alone President. He seems to think we owe people who don't have respect for our laws something. It should made easier for them? I can't even do business at the bank after my Dad died since I'm told I can't have access to my inheritance for 40 days. But politicians think nothing of making life easier for people who flout our country's laws while they impose a hardship on my daily existence. They have their priorities screwed up.

Why "Guest Worker Program" Won't Work

We'vebeen told that Mexicans (and others) come across our border because they are seeking jobs.

So who is hiring them? and why?

Why would an employer hire an illegal alien? Because it's cheap, right?

He doesn't have to pay them as much (as he would a legal American citizen).

An employer who hires illegal aliens, which is illegal, is also going to break the laws regarding minimum wage, withholdings, OSHA, etc.

This employer can get away with this because people who are breaking the law to live and work in this country are unlikely to report the illegal practices...

The "work for less" thing is a farce. They come here, take over a trade in construction and then strike for higher wages eventually making as much if not more than those whose jobs they stole.

It's happened before and it will continue to happen as long as our elected officials are ready willing and able to give away the farm.

Exactly. Show me such an employer willing to suddenly pay Social Security, federal and state taxes and other costs on newly minted U.S citizens. They won't take on "guest workers" with a 10-foot pole. No, they'll continue hiring illegals. There's no penalty for it and anyway, this fig leaf doesn't even impose penalties for hiring illegal aliens. Its a joke on the American people.

They're literally giving away the country. They're not serious about protecting our national sovereignty. A "guest worker" program is exactly the opposite of what's needed to deal with the illegal alien problem.

I received TWO separate "surveys" (asking for money of course) today from the RNC. Both surveys (without donations) will be returned, and they will understand why there are no donations included.

NOT ANOTHER CENT TO ANY OPEN BORDERS POLITICIAN! NO MORE DONATIONS UNTIL THE BORDERS ARE CLOSED AND EXISTING IMMIGRATION LAWS ARE ENFORCED. NO AMNESTY. NO GUESTWORKERS.

Yup.

Did you notice my tagline?

Bush is a weasel. I just hope there are enough members of congress to defeat this. I know my congressman, Duncan Hunter opposes it and he has told me he will never support it or anything like it. But he can't defeat it on his own.

By going after companies under the federal Racketeer Influenced and Corrupt Organizations Act, known as RICO, Vasquez hopes he can force companies to cover the county's costs for things such as indigent medical care.

I'll never forget the time when I was about 8 years old and my dad dropped my sister and I off at a restaurant with $2.00 and instructed us to have lunch and gave me the money.

When we had finished eating, the nice old 20 year-something lady who served us handed me a "Guest Check" that said we had eaten two sandwiches and drunk two glasses of milk for a total $1.50 value.

Well, there I was all loaded with money and we had just been made "guests," what was I to do?

Finally, I got up the nerve to ask if we owed them anything and the sweet old lady said, "Why, sure darlin', you just give me a buck and a half."

She never knew my relief as I walked out of there, a taller man ready to face this funny world I was about to learn.
