I guess it depends upon how the water gets deposited.... Here is a photo of Houston during a 5 day flood in June 2001 Tropical Storm Allison which dumped some three feet of water..... Some 24 inches fell in 24 hours or so...

Here is a photo of Houston during a 5 day flood in June 2001 Tropical Storm Allison which dumped some three feet of water

My recollection was that Allison was a 1 day flood on a Saturday, even though it hit on the previous Monday or Tuesday.

Houston did not get three feet of rain during that week. Maybe parts of Friendswood and Pearland, but not Houston.
