Dang it was still a tropical storm this morning earlier and a Cat 1 at 8am or 9am its already a Cat 2

Rita actually is over now, and has already been, over water warmer than the Gulf of Mexico.
Sort of saw this myth develop in Katrina. The waters of the Bahamas and Florida Strait are basically always warmer than the Gulf of Mexico.
