One does not have to live in NO to see the potential for corruption in a state that has historically been corrupted by its leaders. The behavior of this mayor is criminal and it just gets worse as the heat turns up with the truth.

"The behavior of this mayor is criminal"

Sorry can't agree. This is the kind of garbage uttered by people who do not live in hurricane areas. He did what he could with the meager resources that a city as poor as New Orleans could afford.

As a previous poster stated, they have no tax base. The police officers trying to stave off the looters are probably making under 25k per year. A starting sheriff's job in New Orleans pays 13k per year! Their tax base is largely the French quarter and a half dozen housing projects.

Louisiana is a state that has very poor "systems". It is a state that works on personal relationships. "Systems" within state and city govt work very poorly and always have. You cannot compare it to a state that has working systems like MN or CA. I have seen improvement in the time I have been in the area, it was getting better.

You have to keep this in mind. The things that make this city and state unique are the very things that work against it in a crisis like this, lack of discipline and lack of organization. Its great for Mardi Gras, bad for hurricane relief.
