Oh, no! Not at all. I thought your observation was a good one (I've pretty much boycotted Hollywood, myself, lol).
I haven't followed this measure at all, so I really couldn't answer your initial question, other than to give an active link (to a site that also had limited info). I would guess that more info will be coming out over the next month as the campaigns gear up.
