Won't work. Recent studies suggest the males are deliberately eschewing contraception believing the females won't trust them if they make use of condoms. Females have been taught by feminists that closing your legs makes you an patriarchally oppressed prude. She needs to have that "Gotcha! I'm preggers" power over her male prize.
To even the playing field created by the 'sexual revolution', males need a highly reliable non-barrier method of contraception.
Even on top of all these things, without a cultural shift especially among those in the black community there will still be a majority situation of unwed motherhood. Culturally, the black male looks down on contraception in general and condoms especially.

Maybe we should distribute fireproof jackets and gloves to arsonists so they don't burn themselves while they are out recreating.
