Actually, we have plans for military contingencies for EVERY area of the world. Whether they are our friends this year or not, we have skeleton plans, profiles, imagery, centers of gravity studies, etc. for every place. No kidding.
The fact of the matter is we probably do have invasion plans for Venezuela as well as every other Country with a tin horn Dictator running the joint...

My closest Uncle (RIP) was an Army bird colonel instructor at the War College in Monterey, and even as a young service jock as I was in those days (Viet Nam era) he would tell me some real interesting stories (unclassified of course) about invasion plans, strategies, etc.

there ARE battle and invasion plans for almost every conceivable circumstance against every possible target or source of threat.
To NOT have such plans at the ready would be totally foolhardy and demonstrate a total LACK of prior planning.
Chavez knows this and so should those stupid "talking headaches".
