I would expect some opportunistic criminals to come in from outside, but have no idea how numerous that might be. Lots of unsecured loot in a disaster.
The Louisiana State Police scanners had officers pulling over stolen cars (actually lots of brand new Caddies) laden with looters and their booty all over LA on Wed. and Thurs. nights.

I agree...sometimes Col. Hunt does the "Mansour Ijaz" gig and quotes as gospel as his imagination would have it.
The gangs could have moved in ahead of time. Friday midday it was obvious to most people except Blanco, Nagin, and the energy markets that the storm was heading for New Orleans.
If you were out of state gangs you would want to move people in ahead of time. Nagin had no plan. He didn't even have a plan to separate the criminal sex offenders and homeless that came into the superdome first from the rest of the population of women and children.
I'm inclined to agree with you but for a different reason. It's well known that there was a very high percentage of blacks in NOLA so one would also assume the gangs would be mostly black. However, one would further assume that out of state thugs would come from locations where the population is less black and therefore the thugs moving in would be represented accordingly, no? From what I saw on TV though, the thugs seemed to be almost all black and this makes me think that they were almost exclusively from NOLA. I don't think that nationwide, blacks have the market cornered on thugdom.

I feel bad for the poor people who were ABANDONED TO DIE by their USELESS elected officials. Blood is on the hands of Nagin, Blanco and the criminal element of that city, oh yes and the derilect police.
So, they should stop blaming Bush, blaming FEMA, and blaming purely hypothetical criminals who likely do not even exist.
Does anyone really think that if this HAD happened there wouldn't be video footage of it?
Many of the businesses, banks, stores, and homes not downtown, (where the TV cameras were,) were completely destroyed by looters. There was wind damage to structures and very little flooding . A lack of police presence compounded their ability to roam at will. I got this from friends from NO. I have no reason to doubt them.
