I think this story is going to grow arms and legs. Only time will tell but here is why I think that. It gets businesses to invest into the City because the locals are not bad people. The bad people came from 8 and 16 hours out to loot New Orleans.
It puts a softer side to the local looters of New Orleans. Because, as Hunt indicates, they were only looting wal-marts and grocery stores.(now doesn't that give you a warm and fuzzy feeling?).
The BAD GANGS from Dallas(8 hour drive) Miami(guess 14-16 hours) and I don't recall the other cities were the ones going after banks, museums, etc.
If the outside gangs came in, they were in already with the local gangs and they had to get in before the Hurricane.
I know the City, I know it very well. Most if not all routes, and there is only a very few to get in, were either destroyed(slidell, eliminates miami route) or blocked by police and flood waters. I-10, Causeway shut off, 90 via Miss. River Bridge, blocked by Jefferson police.
I would first question the local police who did not show up, the crimminals who were just let out and the organized gangs that already existed in NO who were also controlling the Dome and Convention Center.
Bottom line, respect Hunt, but this just has a lot of holes in his story.
