It is also my understanding that Nagin was apprehensive about issuing a mandatory evacuation order, as the City, Nagin, and others were sued last year for issuing a mandatory evacuation order in advance of Hurricane Ivan, which subsequently hit the Panhandle of Florida. Again, he was frantic, but could do nothing without the go-ahead from BlanKO.

I think the biggest mistake he made was not going public,
loudly and clearly, with his apprehensions, and to insist
that the plan be fully implemented.
It appeared to me that he was the only one who seemed to
understand the magnitude of the storm.
