Some of the Uprooted Won't Go Home Again

HOUSTON, Sept. 15 -- Fewer than half of all New Orleans evacuees living in emergency shelters here said they will move back home, while two-thirds of those who want to relocate planned to settle permanently in the Houston area, according to a survey by The Washington Post, the Henry J. Kaiser Family Foundation and the Harvard School of Public Health. The wide-ranging poll found that these survivors of Hurricane Katrina and its aftermath remain physically and emotionally battered but unbroken.
They praised God and the U.S. Coast Guard for saving them, but two weeks after the storm, nearly half still sought word about missing loved ones or close friends who may not have been as lucky. Most already know they have no home left to return to. The overwhelming majority lack insurance to cover their losses. Few have bank checking accounts, savings accounts or credit cards that work.
Still, nearly nine in 10 said they were "hopeful" about the future. And while half said they felt depressed about what lies ahead, just a third said they were afraid.

The poll vividly documents the immediate and dramatic changes that Hurricane Katrina has brought to two major American cities. It also suggests that what may be occurring is a massive -- and, perhaps, permanent -- transfer of a block of poor people from one city to another. That may have social, economic and political consequences that will be felt for decades, if not generations, in both communities. Forty-three percent of these evacuees planned to return to New Orleans, the survey found. But just as many -- 44 percent -- said they will settle somewhere else, while the remainder were unsure.

This will, of course, be construed and portrayed by the race pimps, the democrat party, and other assorted left-wing moonbats, as a conspiracy by the Administration to ethnically cleanse NO.
In any case, it is my opinion that this large scale emigration of poor and criminal blacks will benefit NO in the long run, but to the sorry detriment of cities like Houston and Baton Rouge in particular. Look for BR to experience large increases in crime and extreme deviancy that will result in the welcome may being pulled.

The people that own houses will go back, renters probably will not. 70% of NO people were renters. I doubt that rental property will be rebuilt at Govt. Expense.

Correct..but those areas where all the old homes were, and will be bulldozed ( some article said a day or so ago that most of those homes were sooo bad..only the termites held them up)..it'll be turned to parkland or industrial use.

These poor blacks are the 2000s equivalent of the Marielitos that arrived on our shores courtesy of Fidel Castro. They caused beaucoup problems in Florida, Georgia, and the south that resulted in their internment in a federal pen. Will that happen in the case of the NO emigrees???
IMO They should be reminded daily of that fact.
Welfare checks are mailed to every state. What difference does the zip code make to a welfare queen?
I'm giving the people who don't want to go back the benefit of the doubt since they seem to be people who want a new life and new opportunities. Those who go back will have an easy life for years to come.
I fully expect to see NOLA become full of Illegals in very short order.
People are adaptable and they respond rationally to the incentives that are set before them. We saw that in the overwhelming response to welfare reform ten years ago.
Give the displaced a chance to start a new life in Houston and pull themselves up by the bootstraps. They'll do all the right things.
To those who do want to return to NOLA, give them an honest chance to own their own property. They'll take care of it, I promise you.
The worst thing we can do is tell the displaced that the State will take care of everything. The best thing is to give them the means to do it themselves.

They can at least pick up the trash.
That is not a problem -- that is an opportunity. I suspect that the NOLA migrants will be this decade's boat people, an underclass that makes good.
I think things like this will do the heavy lifting with respect to reminders :-):
For some, much more of a chance to grab their piece of the pie than they ever hoped to get in New Orleans. Some may fail. Most will not.
Cemetary? Guess the schools haven't changed either.
But you must admit..the idea of Sheilah Jackson-Lee fighting William Jefferson for constituents has a certain appeal..
