Hypocrites! Tell me, why is it kosher for Mayor Nagin to send his stressed-out cops to Las Vegas for some R&R but its a crime for a poor guy to get a little fun in a strip club. You should care because possible that it's not the evacuees who are using the cards for this, but FEMA or Red Cross employees who are embezzling the cards before they are actually distributed. It at least needs to be investigated to determine who used the cards to make sure they weren't stolen by relief workers.

I do believe those who are in leadership positions deserve harsher punishment than average folks because they're role models and more is expected of them. The higher the position, the faster the fall from grace.
