I think driving is a right, not a privelege. Everyone pays for the highways, their upkeep, and the police to patrol them. Driving is a necessity in most parts of the country. Those two factors make it a right. OK, so driving is a right. Then what is the legal basis for a state's requirement that all drivers must be licensed, and all vehicles using public roads must be properly registered?

Because the government wants to control anything that moves. And people are more than happy to submit to any regulation the government dreams up. Even though they have to pay for the "privilege" whether they are permitted to use it or not.

OK, so driving is a right. Then what is the legal basis for a state's requirement that all drivers must be licensed, and all vehicles using public roads must be properly registered? Its called 14th amendment citizen vis-a-vis the ss#; and allowing the state to title your car.
