If you mean the port facilities, I believe they are privately owned and operated. Therefore they should have been insured and the taxpayer won't have to bear the cost of rebuilding.
The private homes should have had flood insurance which is issued by FEMA. In that case then Fed money is due. IMO, though the whole Federal flood insurance program should be shut down and transferred to the private sector.
Local roads are the responsibility of the local towns, counties and the State-not the Federal government. Interstate highways are, so Fed money is appropriate there.
If by 'infrastructure' you mean power, water, and gas lines then those companies providing those products should be responsible for the repairs.
I don't think you really have a grasp of what 'infrastructure' is, and who owns what. You just want to throw taxpayer money at the problem and hope things get done properly.
That's the way Liberal Dems work, not conservatives. Conservatives believe in and trust the free market to provide solutions to problems.
