Yeah, that got under my skin, too. I'm so SICK of "discrimination" being blamed for the blacks not pulling themselves out of poverty.

No, I think you read that wrong. It's a really BAD backhanded slap at the damned Dems. The Dems kept the poor down and in NO, the poor are black.
The president wants the poor to pull themselves up and stand on their own.
