We should not be giving billions of taxpayer money to Africans nor billions to rebuild a city that will flood again because it is in an incredibly retarded spot. In a bowl surrounded by water What's retarded is your brain. New Orleans is the 5th largest port in the world and the most unique city in the U.S. The city IS being rebuilt. There's nothing to discuss.
