The homesteading opportunity that the POTUS proposed is hardly a giveaway program. Enterprise zones are a classic conservative approach to blighted areas. Emphasizing free market entrepeneurship is a conservative approach. That being said, a large federal commitment will be needed to rebuild infrastructure.

More than one black woman blamed the mayor and the Governor for the response to the disaster, and they all said that they had faith in Bush, and believed what he said in his speech. It was a slam dunk. You should have seen the poor reporter desperately searching for someone to attack Bush, but all he got was anger at state and local governments. It was priceless. I was literally cheering.
