CA: Tom Campbell campaigns for Prop. 76 (threatening tax increases)

Former Silicon Valley Rep. Tom Campbell brought the fight over Gov. Arnold Schwarzenegger's ballot initiatives to San Jose on Wednesday, warning members of the Silicon Valley Chamber of Commerce that new taxes are "highly likely" if a proposal to curb government spending is not passed by voters in the Nov. 8 special election.

Last week Campbell announced he was taking an unpaid two-month leave from his job as the state finance director to campaign for Proposition 76, a proposed state spending cap.

"This is the most important thing I can do for our state," Campbell said at a round-table discussion sponsored by the Silicon Valley Chamber of Commerce. "If we fix this system, we fix it for our children, we fix it for a long time."

Prop. 76 would limit spending based on the growth of revenues during three prior years. It would also give the governor broad power to cut spending and declare a fiscal emergency under certain conditions.

"It eliminates checks and balances," said Robin Swanson, a spokeswoman for Alliance for a Better California, which opposes the measure. "It makes funding for counties and cities so unstable that they may be forced to raise taxes."

Without reform, Campbell said, the state legislative analyst has forecast budget deficits exceeding $4 billion through 2010, including a $7.5 billion deficit for next year.

Almost all of a $15 billion bond measure passed by voters last year has been spent, Campbell said, leaving California with the lowest bond rating among all the 50 states and no budgetary breathing room.

I thought California GOPers wanted Arnold because he was supposed to be fiscally conservative, and they were willing to overlook has social liberalism. Oh well. Another liberal pretending to be conservative pretending ti be moderate.

Actually, the RINOs DO further the Republican agenda; they just don't do much for the conservative agenda.

No thanks. I'd rather see this state become bankrupt first than see us borrow more through a phony spending limitation measure. What's the difference? If there's a day of reckoning, better today than tomorrow. The only thing that will destroy the Democrats is an Argentine-style economic meltdown. Bring it on!

while c'Rats openly call for them.

folks are already softened up to tax creep across the nation as the bloated bureacracies across state lines suck their hosts constituents dry, regardless their party affiliation or locale. Fees everywhere go up,, and rarely, if ever, down.

spend spend spend more more more

some folks are just plain out addicted to it.

(hits the microwave NukeIt! button, grabs a beer and waits for the kernels to start popping .. better lay in a big supply of popcorn and beer)

Curious statement Eagle.

The vast majority on this forum didn't support Prop 57. In fact, they were angry that a Republican even proposed it. Why would conservatives now turn around and support Prop 76?

The first $15B, predictably, made matters worse and went a long way to seal Schwarzenegger's fate with conservatives. It enabled Schwarzenegger and the other big spenders in the legislature to keep increasing the spending. What will another $10B do? Probably guarantee that Schwarzenegger will propose another 11% budget increase for FY 2006/2007.

Well the only initiatives I would vote NO on are 78 and 79. That is because they represent more state-sponsored (taxpayer) socialism, which is destroying our state now. Additional spending and taxation (to pay for it) is a major disease this state has.

Even prop. 75 - which controls union fraud, is a positive thing. The only people against it would be liberals who benefit from the unions and their votes. How unions use their dues should be of great concern to Californians that are union members.

Prop. 76 - more spending and more debt. I am exceedingly familar with the California school system from K to University...the last thing they need is MORE MONEY. Their problems lie in performance and gross radical liberalization.

Prop. 77 - redistricting is very good for California to break the liberal choke-hold which they have set up by their modifying and creating of new districts to put liberal voters to the forefront.

Prop. 80 - puts PUC controls on the sourcing of elect. power for California and breaks the stranglehold of the liberals on sourcing -- ala what Gray Davis did to this state...

This state is in a tax-and-spend and management crisis. At least the majority of these propositions are a tiny step in the direction of GETTING CONTROL away from the liberal legislature. My feeling is that the presence of 78 and 79 is another attempt by the libs to pull money from the taxpayers for their supportive liberal teacher's unions -- the libs will NEVER clean up California's school system. Money is NOT the issue. It never has been.

A simple little thing like a vote of the people...isn't going to stop the suck-ups in the state houses.

I remember other props...that the PEOPLE passed...and the suck-ups just lawyered their way around them.

History will repeat itself....

That is my prediction.

Voting YES on Prop. 76 is like giving meth to an addict to make him stop using. With what we have on the record so far, what makes anyone think Prop. 76 won't be used by Arnold to borrow even more money.

That sure as hell isn't why I voted for him.

What a disappointment Arnold has turned out to be.

You, me, and several CA freepers will join Arnold and Tom McClintock to support the reform agenda. Unfortunately, not everyone here is on board. Calcowgirl, Prime Choice and some others appear unwilling to join our noble cause.

It's slow going, the unions are throwing tens or even $100 million at stopping Arnold's reforms but progress *is* being made. Debt was serviced early. No taxes have been raised. Gay marriage is halted. Illegal driver's licenses halted. Again. Minute Men support. Car tax tripling repealed. There was no new borrowing this year. Workman's Comp reform happened. The CA economy is growing.

If you truly want to fix things at a quicker pace we must change the makeup of the legislature and cut off the bottomless pit of funds for union crooks to spew lies year-round. We're at a critical cross-roads with this special election.

We didn't get into this mess quickly; we can't get out over night either.

Ageed on all -- the legislature is a particularly bad problem since the increasing abundance (illegal invasion) of leftist voters just keeps increasing. Unseating these libs is not easy but we have to keep trying.

Your buddy Arnold, now that his $15 billion dollar piggy bank is almost empty (Prop 57/58 that you supported), wants us to approve Prop 76 which authorizes more bonds and frees up another $10 Billion for him to spend. If not passed, the liberal is threatening to raise taxes. And you want everyone to jump on board to more fiscal mismanagement? No thanks. I'll jump on board when he starts talking again about CUT, CUT, CUT.

BTW, given your past posting history, I find you trying to use Tom McClintock as a selling point is pretty disingenuous. You trashed him at every opportunity. (You call him a "hack," a "political dinosaur" and "out of step with California." You say: "I can't respect this guy.") What you fail to realize is that many who supported Tom in the recall election are perfectly capable of evaluating things and making their minds up on their own.

I know, and I must say I am puzzled about it.

Tom only talks about the good side of Prop. 76, the authority to make mid-year spending cuts whenever spending is ahead of revenues. That part we all applaud. But what does it do on the borrowing side, the first place Arnold will head rather than make dramatic cuts.

In other words, what's to keep him from making a few limp-wristed small cuts for show, then declare the need for more borrowing and/or raising of taxes?

Isn't that the real problem here?
