Placing blame and offering a plan for the future.
Mr. Bush has stood solidly against these unwarranted attacks and his silence was taken as acquiescence to the charges when in reality he was only standing by while these screech owls make horrific noises, similar one must assume, to those made when Karl Rove blew up the levees surrounding New Orleans.
Some still claim Bush reacted 24 hours late to something. To WHAT? Just what was he to have done that he didn't do until 24 hours later. I have yet to hear anyone, even the all-knowing Bill O'Reilly, spell out just what terrible inaction the President is guilty of.
Oh! I get it. He should have known that the Governor and Mayor were going to be TOTALLY INCOMPETANT and 'taken over' as soon as he heard the storm was approaching. But how could he have known. After all, the Democrats have had Louisiana generally and New Orleans specifically, by the political 'nads for 3 or 4 generations. Their hold on the region is iron handed and total. Even four days after the floods peaked, Ms. Blanco still insisted on keeping total control.
Ms. Blanco is a leader in the mold of Hillary (the smartest woman in the world) and Ray Nagin seems to be comfortable in his new job as blame deflector (from the relative safety of Dallas). Neither could have performed in any fashion other than exemplary. But whoa, they both fouled up badly and Democrats have attempted to focus BLAME on some imaginary 24 hour failing of the President.
It is too bad that records of fact abound. Numerous credible witnesses relate an entirely different explanation of the circumstances. None of these paint a very good picture of the democrat leadership, in NOLA and the rest of the country.
So far, everyone has complained about the lack of planning at all levels. Well, I have a plan!
There needs to be 9-10 disaster response teams- 2 located inland from the west coast, 1 located inland from the gulf coast, 2 located inland from the east coast, 1 in the upper mountain west, 1 in the east central area, 1 in Alaska and 1 in Hawaii.
These teams would be led by a former military commander and will operate under Homeland Security. They will have immediate access to quantities of food, water, generators, and medical supplies, and transportation to move same. They will have access to National Guard after a request by the State or States in issue. All actions will be coordinated by the state and Homeland Security personnel.
Evacuation is the responsibility of local officials ONLY. Each city, county, and state must have plans to provide direction in any form of disaster. Deficiencies should be noted and a plan made for correction.
Should a breakdown in response be noted as was in the immediate instance, the President will call upon the elected leaders of the House and Senate from both parties and in a nationally recorded meeting, ask for, and, presumably be given, the right to assume control of the state government in question.
All governors MUST be given training in the Constitution and federal laws regarding the role of the Feds, State and local governments in the event of emergency.
These are my ideas only and I offer then after only superficial examination. I am sure others can and will point out deficiencies and errors in assumption on my part.
