You think the State should regulate 'fornication'?
The state had the authority to do that forever. It took modern form with the Comstock laws. Partly on moral grounds and partly on health grounds. It leads to bastardy and to STDs. But it depends on its force on community values. When bastardy looses its stigma and STP's their deadly effect, then the law becomes toothless anyway.
