Council seeks intelligence service modeled after British spy agency MI6

Japan needs a more effective intelligence agency modeled after Britain's Secret Intelligence Service (SIS) that would engage in activities beyond the diplomatic norm, a report by an advisory council said.
The report said the entity would be under the control of the foreign minister and would specialize in collecting information on international affairs.
The council is an advisory panel to Foreign Minister Nobutaka Machimura.
Currently, the Foreign Ministry's Intelligence and Analysis Service is in charge of collecting and analyzing information on international affairs, as well as research operations. The division collects such information through the daily activities of Japanese Embassy officials abroad.
But the report described this system as "insufficient."
It suggested that professionally trained officers be posted at embassies to conduct activities specializing in intelligence gathering.
"In some cases, their activities would be out of the boundaries of ordinary diplomatic activities," the report said.
The report mentioned the SIS, also known as MI6, as an entity on which to base Japan's new agency.
The SIS, the employer of filmdom's James Bond, engages in espionage operations in foreign countries under the control of the British foreign secretary. Details of its activities are unknown.
In that vein, the report criticized Japan's lack of measures for preventing leaks of confidential information.
"The nation lacks a legal system concerning safeguarding secret information," the report said.
It also suggested placing those with access to such information under a legally binding system to prevent leaks.
The advisory council, which had been discussing the matter since April, is headed by Yoshio Omori, former chief of the Cabinet Intelligence and Research Office.
It comprises five members, including Satoshi Morimoto, director of the Institute of World Studies at Takushoku University, and Kensuke Ebata, a visiting professor at the university and expert on military affairs.(IHT/Asahi: September 14,2005)
