Seems to me that I remember reading an article in the past few days where a private mortuary company was complaining that the Feds were going to recover the bodies, and that the private company had a contract to do so.
Funny thing though about Blanco saying they're hiring a contractor. I found this:

She is hiring Kenyon, some contractor which apparently offers bloated-body-removal services. Maybe this is not too unusual in New Orleans.
It reminds me of a trip to Boston Mass when I was searching through the local yellow pages and came upon a company which specializes in removing blood stains and unpleasant smells from carpeting, 'available 24/7'.
I guess you just have to cater to the local market and provide what society needs.
