I don't think they are "cages" per se.
From reading the descriptions, it sounds more like homemade cribs, and a jury-rigged set up to alert the parents if the kids go wandering at night (as children, especially autistic children, are want to do).
People who adopt special needs kids often do it as a living. This is how the government gets these kids cared for since the leftists closed your local home for the handicapped. So if it were just one or two kids in "cages" it would be OK? The story indicates that the kids only slept in these "cages", probably because they couldn't be trusted not to hurt themselves or others while the foster parents were sleeping.
There are some conservatives who'd tell you: "You're supposed to be *having* 11+ kids or you're sinning in the eyes of God."
And we can't forget the nutty argument liberals like to make: "If you're really pro-life you'd be adopting all these kids no one wants."
