[Sheriff] Lee said he took the action after he learned that a Wal-Mart store wanted to open recently but was told by FEMA officials that it could not.
Lee said he gave handwritten notes to Wal-Mart stores in Harvey and Kenner saying they were ordered to open as soon as possible. Lee said Parish President Aaron Broussard agreed with the decision. Lee said anyone from FEMA who tries to close either store will be arrested by deputies.

Gosh, I'm not a lawyer but how exactly does some government employee have the right to order a private business to open its door?? Maybe the Parish President could just 'order' Walmart to give away its inventory for the next 30 days as well. Since they have already started well down the road to socialism, they might as well make it a comfortable road.
I heard that but according to the above article when he was on Meet the Press (Sunday) - he talks about 'his city'.

Unless things have changed in Louisiana the Sheriff is the top government official in the parish and his word is law. Always good to have the Sheriff on your side in LA.

Gosh, I'm not a lawyer either and didn't comment on this aspect. I was addressing the closing of the bridge
The sheriff told FEMA to leave Walmart alone to get back to bussiness, also gave the Walmart management a letter to that effect & standing orders to his deputies that any FEMA official that tries to force them to close down is to be arrested.
