What is horn book law?

hornbook law n. lawyer lingo for a fundamental and well-accepted legal principle that does not require any further explanation, since a hornbook is a primer of basics.

Hornbook law sounds like a term of derogation as it was used in the hearings today. As if it applies to the practice of law as it was before it became a formal profession in the 1800s when anybody could declare himself to be a lawyer.
