This is true as it pertains to the raw facts of the situation.
It is not true as it relates to Juan repeating the talking points that have been provided for him.He knows exactly what he is saying at that point trying to frame FEMA as a autonomous agency that has an army of personal and equipment that can take control over any situation at its own discretion.The libs need people to believe this in spite of law so that they will buy int the story that President Bush is responsible for the horrendous actions of the mayor and governor.

I thought his "thank-you" was pretty sarcastic, as I heard it.
She said something like "the mayor has a hard enough time getting employees to work, let alone evacuate people in the face of a big storm" I believe it. I bet they don't do much work at all.
