Usually when you quote someone, it's nice to give them credit.

Maybe there's no purposeful bias in the sample, and it was simply the number of people that actually answered the phones, and then identified themselves as Republican? By your numbers, independents are oversampled as well, who's to say that most of them aren't Republicans who aren't very fond of their party right now?
