Based on the Law Gov Blanco is legally liable.

When you say "legally liable" do you mean civil or criminal? I ask, because I don't think the so-called legal expert on Fox knows what he or she is talking about.

If you have ever served in a role like that you would know that she definitely civilly responsible (personally and for the State) and could well be criminally liable. The question is who is going press the criminal charges? The State is run by corrupt Democrats top to bottom so good luck finding anyone to prosecute her.

On the Federal level, I'll that there was a whole lot of people that signed off on how the Federal money was spend for disaster preparedness and in fact I think there are already people in the LA DHS under indictment for bribes in LA.

The original poster's point is either hyperbole or exaggeration. There is usually immunity for civil servents doing their job, and even in cases of negligence where immunity might not completely apply, I have little doubt Louisiana has some sort of Tort Claims Act that lessens or eliminates liability altogether. That leaves federal civil rights suits, and those won't come close to flying.
