If you have ever served in a role like that you would know that she definitely civilly responsible (personally and for the State) and could well be criminally liable. The question is who is going press the criminal charges? The State is run by corrupt Democrats top to bottom so good luck finding anyone to prosecute her.

On the Federal level, I'll that there was a whole lot of people that signed off on how the Federal money was spend for disaster preparedness and in fact I think there are already people in the LA DHS under indictment for bribes in LA.

I doubt Blanco, Nagin or any other LA state
official will be held personally *legally or
criminally* accountable....but i'll be one surprised ass citizen, if either one of those two will
ever be able to get themselves elected Dog Catcher
again..no matter *how* many of their Democrat Party
cronies rush down to circle their reputations around
Blanco & Nagin...meanwhile the Repubs are *in there*,
rescuing people, feeding, clothing, and housing the
victims. The Dims and all their lying cootie boy talking heads and Leftie rat "news reporters" can lie and screech their heads off, but the people on the ground...they know
who was in charge that left them in diseaesed flood waters
starving,...and who it was that came and helped them.

I represent a dozen municipalities, and while I don't know the law specific to La, I can say with about 99% certainty that even when state or local government officials are personally liable for negligent or even willful conduct, the state or municipality is obligated to defend, indemnify, and hold the government official harmless from any and all liability arising out of that conduct as long is it arguably within the scope of the official's duties. This is particularly true when the alleged negligent or wrongful conduct arises out of a discretionary act.
