He has heard that the buses are insured and the insurance will pay for flood damage - but NOT if they were flooded during use in an evacuation. Sounds like people are making up b---s--t excuses for why they weren't used. No insurance policy would be written like that.

If that is the case why does the City of NO's OWN Disaster Plan, as posted on the City of NO's website, specifically refer to using the Buses in an emergency evac?

No insurance policy would be written like that. You can get an insurance policy written up any way that you want. Suppose the insurance company offered them a policy - for cheap - as long as the buses were not used for anything other than taking kids back and forth to school? No weekends, no "evacuations", no seniors to the casino, etc..
