That's fine to hold both local and state officials legally responsible for their irresponsible handling of Katrina, but at what point should the voter be held responsible? THEY'RE the ones who voted them into office.
Maybe we, the taxpayers, need to file a class action suit against the New Orleans and Louisiana voters. ;-)

In the first instance, FEMA is charged with "before the fact" disaster mitigation by ensuring that effective disaster relief plans were in place at the local level, that exercises were periodically conducted to ensure an appropriate local response, and to contact other federal agencies such as the Army Corps of Engineers to ensure that the levees were constructed to current standards (withstanding a category 5 hurricane) CFR TITLE 44 with the absolute minimization of loss of life and property.

There is no statutory requirement for the Gov to even have Disaster Relief. The Gov can declare a disaster and thereby free up some emergency funds. That's about it.

Yes, she threw up every road block available to prevent
relief coming into the Dome and Center. She was never on the same page as Nagin. She played politics while people died. (And she failed to follow her own States evacuation plan already in place). How anyone can "blame" others for her horrible and deadly performance is truly amazing.

I watched Gov. Blanco on Fox on the 8Th of September and she said she would have to test the water to see if it was La. water or toxic. Again on the 9Th. she said she would have to wait for test results before she would be on the same page as the Mayor. God, everyone if wearing masks, experts are commenting on the toxicity of the water etc. and this dumdum gov. is still waiting for her own personal water tests.
Gov. Blanco seems like a total ZERO in all aspects of this disaster, no ans ifs or buts!

"I suspect that is why Mayor Nagel has been so quiet." That, and teh fact he's spending much of his time inDallas, where he evacuated his family and enrolled his children in school BEFORE the storm hit.

Hey Freepers! I hope this link is helpful. When the Libs say, "Even Geraldo knew how bad it was in there, Brown *should've* known." Remind them that Brown doesn't get status updates from Geraldo, he would get them from Nagin or Blanco.
So what did Nagin tell Brown AFTER the storm? Maybe that he won't need the Feds for 4 or 5 days
