PLEASE explain to this "ignorant southern boy" what YOUR understanding of the TENTH AMENDMENT to the BOR is. (you might post the 10th, for all to read too.)

First I would have to point out to the ignorant southern boy that there is no 10th Amendment to the Bill of Rights. There is a 10th Amendment to the Consitution.
Second, I would point out to the ignorant southern boy that the 10th Amendment details the division of powers between the states and the central government, but contains no clause or section detailing how the government can assume powers granted to the states or how the states can resume powers granted to the government.
Third, I would quote the amendment in full:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
So where does it say that the states can resume powers?
Lord knows myself and so many others have tried.
