By delaying, the Democratic governor was forcing Bush's hand, for future events, so that during a time when the Democrats/Socialists might someday come to power, the State can move with impunity. Thus can federal troops move in over a State and local government under a 'disaster' pretense and 'rescue/restore order.'

BEGIN TRANSCRIPT
CALLER: You're more than welcome, Mr. Limbaugh. Please bare with me, sir.
RUSH: Sure.
CALLER: I'm a student at Washington University in St. Louis, and I've been following as much as I could outside of studies what's going on in New Orleans and, you know, it kind of got to me as well to hear the red herring of race when it came to this incident, as it was played. I myself don't think that the president harbors any racial animosity toward African-Americans, Mexicans, or anyone else for that matter. But I don't think that we can just wholesale discount that factor when it comes to the response and the bureaucracy. And by that, I mean five whole days, that I think was the impetus towards a lot of those cries, other than those who simply wanted to harpoon the president for whatever reason.
RUSH: Okay. Let me make sure I understand. You think that because the response took five days -- or do you think because the victims were black -- we have to consider that as a factor in why it took five days for the response to get there?
CALLER: Yes, sir. But it has nothing to do with the president personally. He himself appointed people and it's up to them to get off their duffs and do their jobs and if they don't, we can't --
RUSH: Well, if it's not him, then, I mean, everybody can see these pictures. And, by the way, there are a couple of mitigating things here. For example, we have learned this week -- and I know you're a student and you're busy, but we've learned this week the Red Cross, for example, at the Superdome and the convention center had pallets and pallets, truckloads of water and food, and the Louisiana Department of Homeland Security, which is part of the governor's office, said, "Nope, we're not letting you deliver it there (story | story | story). We don't want to attract more people to these places. We want to get them out. So if you take food and water in there, it's just going to be a magnet to attracting people." So it was a state agency that told the Red Cross, "You can't take stuff to the Superdome and to the convention center."
CALLER: Yes, sir. And that goes widely unreported. They showed footage of the kitchens, plural, and bathroom facilities, and, I mean, it was abhorrent.
RUSH: Yeah. But my question to you is: If Bush is not racist but there is a racial component, what is the racial component, say, in the Red Cross being told you can't go in there because we don't want that stuff to become a magnet and draw other people to this area we want to try to get them out of?
CALLER: That, in itself. I think that race was more than likely not overt, but subconscious in the response time. And, as you said, in the fact that supplies were denied. And they weren't denied by President Bush. They were denied by local bureaucrats. And as far as Mayor Nagin goes, for years -- and I'm sure prior to his term as well -- the abhorrent drug problem in New Orleans. I mean, you very well can't find a well-paying job if you can't urinate in the cup cleanly. There are a lot of surrounding factors that go along with poverty that people aren't addressing.
RUSH: Yeah. Okay. Excellent point. Why aren't they addressing them?
CALLER: Well, it's easy not to. I myself sit in class with a young man, he's roughly 21 years old, and every problem he has, according to him, is some white guy's fault. And I asked him, does he have a job? No. Is he registered to vote? No. Like what amount that he creates does he pay? And it's all on his mom and dad. And I asked him, "Well, who in the hell is stopping you from getting a job, who in the hell is stopping you from voting?" My grandmother left this earth at 96 years old. She put nine kids through Tuskegee scrubbing floors for the president of Barnes Jewish Hospital and never once was my family taught that we were owed anything. We were all taught to be individuals and to strive - and that is sadly lacking. That is why Bill Cosby caught hell and that is why a lot more African-Americans and liberty-minded Anglo-Saxons in this country are going to catch hell in the future.
RUSH: Yeah. It used to be said that only African-Americans could say things like you've just said, but Bill Cosby shows you can't.
CALLER: Well, Bill Cosby, sir, I must say Bill Cosby hasn't said anything that I haven't heard growing up from the age of three years old. And it's out there. But the "liberal left" I like to call them plantation overseers. They would lose their minds if African-Americans strived to have something of their own, because, hell, where would they go? Where would they get a job?
RUSH: Yeah.
CALLER: Where could they fan the flames of victimization. They lose out.
RUSH: Exactly right. It's sort of like if the race industry ends then Jesse Jackson has nothing else to do and Jesse Jackson would have nothing else to do if he didn't have people to make victims of. So it's a vicious cycle, so I see what you're saying now. You're saying this is a racial element here, but it's an element that nobody's got the guts to talk about.
CALLER: Yes, sir, and it has to be addressed if we're going to move forward. I mean, it has to be.
RUSH: Well, Reggie, I'm grateful that you called. I appreciate it. What are you majoring in at Washington U?
CALLER: Physical therapy, sir.
RUSH: Physical therapy. Well, best to you and please stay in touch. You're an enlightened guy to speak to. We've all enjoyed hearing from you.
