I guess you know by now that the cartoon is slamming the left, not Bush. Unfortunately, it's poorly drawn and really not all that funny, although it does make a point.

Wait, are you sure this isn't (well deserved) sarcasm directed against the hateful and lunatic left? Look at the lady's handbag. This is how it appears to me. I.e. the cartoonist expects us to understand that the picture IS of someone being rescued, but the leftist can't accept this reality however obvious and so foists her moon-bat theory on the bystander.
