This was first heard in an interview of the Red Cross President on the Larry King Show on 9/2.
I would be interested to know how the Red Cross and the Salvation Army fared in Alabama, Mississippi and Florida. Were they able to get in as soon as it was clear to do so? Was there any obstructions from any level of government? It would be interesting to compare the time lines to what happened in Louisiana.

The Pittsburgh Post-Gazette ran a story on September 3rd which said the Red Cross was stopped by FEMA. I wrote the the author and pointed out that it was the STATE homeland security department that stopped them, and that they said so on their web site. This is the response I got:
While the Louisianna Homeland Security may also have a role in this, the Red Cross officials that I spoke to clearly said that FEMA was not allowing them to go in. The F in FEMA stands for Federal, and FEMA is a branch of the national Department of HOmeland Security.
